Andrew Hawkins has over ten years of experience in government, political, and policy organizations, and represents pharmaceutical and biodefense clients before Congress including the House Energy and Commerce Committee. He provides expertise regarding political programs, legislative strategy, and policy development.

 

Prior to joining the East End Group, Andrew served as Chief of Staff to Congressman Mike Rogers of Michigan where he was the Congressman’s principal policy and political advisor and directed all aspects of his Washington, D.C. and Lansing, Michigan offices. He coordinated all the Congressman’s activities with House members, committees and leadership offices, and organized all fundraising and political activities. In this role, Andrew was responsible for numerous campaign and grassroots strategies including creating direct mail programs, building online political tools, and overseeing the Congressman’s leadership Political Action Committee.

 

Andrew also developed expertise in biodefense and health policy by serving for four years as Legislative Director and lead advisor to Congressman Rogers at the House Energy and Commerce Health Subcommittee. In this capacity, he directed the drafting, introduction and passage into law of numerous pieces of bipartisan legislation, including the Pandemic and All-Hazards Preparedness Reauthorization Act and legislation to permanently reauthorize the Best Pharmaceuticals for Children Act and the Pediatric Research Equity Act. Andrew also developed Congressman Rogers’ health care policy portfolio, including sponsorship of major pieces of legislation regarding drug reimbursement, Medicare, Medicaid, the Food and Drug Administration, medical device regulation, health information technology, and the Affordable Care Act.
